Personal Effects (PE's) Customs Clearance FAQ's

Do I need to pay Duty/GST on my Personal Effects?

No. Duty, GST and Customs Gov. charges are only payable on items that do not fall under the customs definition of "Personal Effects" (refer below).

However there are some exceptions, the most common of which is tobacco and alcohol, being duty/GST payable in all circumstances.

What is the definition of Personal Effects (PE’s)?

Personal Effects are defined as "goods that have been personally owned and used overseas for a period of 12mths or more prior to the owner’s arrival in Australia". This typically covers an arriving person's personal use items, furniture and household goods.

The definition of "owned and used" means the items must be of your ownership and available for your use - if you so chose to use them - in the country of origin.

The following goods are excludded from the definition of "personal effects": Tobacco, Alcohol, Cars, Boats, Caravans, Trailers and Aircraft.

What documents do I need to provide?

You'll need to provide the below:

1) Either your air waybill OR sea waybill

2) Either your invoice OR packing list (including approx. values)

3) An authority to act as agent (template provided)

4) A personal effects declaration (template provided)

5) A copy of the front page of your passport

Can I arrange the clearance before the goods arrive?

Yes. We can pre-clear your consignment as soon as it departs the origin.

The earlier we can initiate clearance proceedings the better, as the Department of Agriculture (Quarantine) document processing timeframes can be lengthy.

Are my goods delivered or do I need to collect?

We can arrange either for you. The broker you speak to will provide you with a quote for delivery if required.

How is Duty/GST calculated on non-PE’s?

In the same manner as commercial goods are (per below). Some concessions may apply depending on the imported products and your broker will assess this at the time of clearance to minimise any duty payable.

  • Non-PE’s Goods Value < $1,000 = 5% Duty + 10% GST
  • Non-PE’s Goods Value > $1,000 = 5% Duty, 10% GST + $88 Gov. Entry Fee
  • Non-PE’s Goods Value > $10,000 = 5% Duty, 10% GST + $190 Gov. Entry Fee
  • Is Quarantine inspection mandatory?

    Yes. The department of Agriculture will direct all personal effects consignments into inspection as used goods potentially pose a biosecurity risk.

    Although inspeciton is mandatory, very rarely are goods directed for any treatment (i.e. fumigation etc.) following inpsection, most are simply released to the importer.
